5. Specific details unique to your approach and country and not covered in the general methods
discussion that will front-end the report series. Please touch upon the following points so as to
register a sense of common purpose:

i. statement on the project’s shared definition of the media—i.e. what’s included, what’s not, and
how that works for you.

ii. identify sources used for firm and sector level data.

iii. the scaffolding approach: sector-by-sector analysis based on revenue and other market data
to establish current state of media concentration, group sectors into three mid-range groupings—
telecoms and internet infrastructure, digital and traditional audiovisual media & publishing
sectors, core internet applications—and, lastly, establish a unified, birds-eye view of the media
landscape as a whole.

iv. assess empirical trends based on commonly used metrics: concentration ratios and Herfindahl-
Hirschman Index to enable comparisons across time, media and countries.

v. the biggest difficulties facing media concentration research generally and in your country.
For example, please clearly indicate where revenue data is not available and then, to the extent
possible, tell us what other metrics you used instead (e.g. circulation, audience reach, downloads,
etc.). Also tell us clearly which sectors are not covered due to a lack of available information. The
availability of data will also influence whether or not you can use the HHI metric, which is more
demanding than the CR4 metric.

iii. Sector by sector presentation of data, analysis and discussion based on concentration
metrics.

iv. What are the key drivers or causes of trends with respect to revenue and concentration for the
telecoms and internet access sectors? Are increases in concentration due to M&A activity? Are increases in concentration due to M&A activity and / or other expansion activities? What were these expansion strategies? Are reductions due to expansion of new entrants, break-up / economic difficulties of significant firms, regulatory interventions? If the direct causes are not obvious, that in itself could be insightful.

v. Unexpected findings and distinctive details re. these sectors in your country.

vi. Significance in terms of scholarship, public debates and policy agenda. What, if anything, should be done in light of what you have found?

7. Digital and traditional audiovisual & publishing media (Content Media)
